The Early Learning and Child Care Council of Oceanside (ELCCO) is a volunteer-led council that collaborates with local childcare providers to strengthen early learning and care in our community. Through advocacy, support, education, research, and networking, ELCCO works to ensure all families have access to quality, affordable, and inclusive childcare options -because we believe healthy communities start with strong support for children and families.

A message from Carol O’Connor,
ELCCO Chair

As Chair of ELCCO, it is my privilege to collaborate, advocate and initiate programs and
services that build strong early years services for the Oceanside community.

I am grateful for the valuable work of ECEBC ( Early Childcare Educators of BC), The Coalition of Child Care Advocates of BC (CCCABC), the Metis Nation BC, and the BC Aboriginal Child Care Society. I am committed to upholding the value of researched informed practice in the work ELCCO undertakes.

We would like to gratefully recognize and acknowledge that we live,
learn and work on the traditional unceded territory of the Qualicum
First Nations and Snaw’naw’as people.
